Adding a hydrofoil to an outboard does provide a performance boost much of the time. ... On a 16 footer with a mid-sized outboard and no tabs, for example, a hydrofoil will usually level out the ride by forcing the stern up and the bow down, and will end or greatly reduce porposing.
Whatever the case may be, will hydrofoil increase speed?
Hydrofoils work to help a boat reduce drag and increase speed. Because water provides resistance to a ship trying to move through it, the resulting pushback can make a vessel slow down, even at peak operation.
Furthermore there, should I leave my outboard motor up or down? You want to leave the engine in the totally trimmed down position. This will allow all of the water to leak out of the engine, midsection, and lower unit. ... Making sure that there is not any water in the Lower Unit that could rust gears or freeze and destroy the gear case by flushing the engine with fresh water.
Briefly, does a hydrofoil slow you down?
It probably helps fuel economy to the extent it helps you get on plane. If the boat has a problem running at a good attitude then yes this could help. But if the boat planes and runs normal without it the device will do nothing, in fact can even reduce performance due to drag.
How can I make my outboard faster?
There are three quick and easy modifications you can make to your boat, which will allow an engine that's not quite hitting its peak to run a bit faster: Shedding weight from the boat, changing the propeller, and (in the case of outboards) jacking the engine up.

Davis Instruments Whale Tail XL Hydrofoil Stabilizer
Improves out boat or I/o performance
Reduces proposing and cavitation
Increases fuel efficiency
The Whale Tail XL extends out behind the prop to utilize the prop wash energy that normally is lost breaking the water. This energy is transformed to lift against the Whale Tail XL for immediate response when the throttle is applied
Stabilizes bow-light boats. Adds safety - when bow is down, vision is improved
Increases top speed and saves fuel in most applications
Smoothes out ride in rough water; reduces porpoising and cavitation

Use a bit of down trim on the motor to stop porpoising. Also, a bit of down trim tabs should help if you have them. Or, try moving some weight forward if the boat is aft loaded. Tuck the motors in a little more.
Instead of having an increase in drag with increasing speed—contrary to what happens in traditional boats due to pressure drag—the hydrofoils provide a more efficient way of cruising. Decreasing the drag increases speed and fuel efficiency.
Bow rise is caused by having too much weight in the back of your boat, or having your motor tilted up at an angle where the propeller thrust makes her rise. Your first step is to make sure your trim limiting bar is in its lowest position so that you can fully tilt the motor and the bow down.
When we talk about cavitation plates, we do not mean hydrofoils or stingray fins. These types will help with planing and bow response, but they will not do anything for cavitation.
Hydrofoils are the plates that bolt on your outboard cavitation plate, which increase the surface area of the plate. They work by lifting the boat out of the water as the boat gathers speed, creating less drag. This helps to increase acceleration, giving you more power and reduced strain on the engine.
Trifoilers have clocked speeds upward of thirty knots. A new kayak design, called Flyak, has hydrofoils that lift the kayak enough to significantly reduce drag, allowing speeds of up to 27 km/h (17 mph).
It's important to never fill the tank of your boat beyond 90% full. This leaves room for gas to expand and avoids the potential for overflow. Ensure that all air vents and valves to the gas tank are open. After you're done fueling, tightly replace the gas cap.
During the course of the winter there will be cold days and warmer days, the sun may shine on your motor, and the air under the cowl will need to breath. Bonus tip: Before laying up the motor spray down the powerhead with a water-displacer like WD-40. Then secure the cowl but don't cover it.
Although it could be considered a cousin to traditional surfing, foil surfing is significantly different than riding a standard surfboard or stand-up paddleboard on a wave. It's also much harder, giving a new thrill to dedicated wave riders who are exploring and experimenting with this cutting-edge craft.
